Un vecchio detto recita \u00abnon si fanno i matrimoni con i fichi secchi\u00bb.<\/p>\n\n

L\u2019Unione Europea \u00e8 stata virtuosamente all\u2019avanguardia nel comprendere che occorreva una vera e propria rivoluzione per ridurre il surriscaldamento del pianeta, difendere e valorizzare l\u2019ambiente, costruire un pianeta a dimensione umana.<\/p>\n\n

Una rivoluzione chiamata Green Deal<\/a> con scadenze e vincoli precisi e con l\u2019obiettivo della neutralit\u00e0 climatica entro il 2050 e tappe intermedie che riguardano biodiversit\u00e0, trasporti, case, agricoltura, imprese ed altro.<\/p>\n\n

Solo gli ingenui potevano pensare che tutto questo fosse a costo zero. Ci sono comparti che vanno sostenuti per poter affrontare la transizione ecologica ed energetica altrimenti vanno in sofferenza ed esplodono mettendo in discussione la tenuta degli impegni assunti col Green Deal. Le proteste degli agricoltori ne sono la testimonianza pi\u00f9 eclatante!<\/p>\n\n

L\u2019Unione Europea in verit\u00e0 ha istituito un Just Transition Fund<\/a> per mitigare gli effetti sociali del Green Deal, ma il suo budget \u00e8 di soli 17,5 miliardi per tutta l\u2019Europa, risultando davvero limitato. Resterebbero gli Stati membri, ma come si e\u2019 visto dai negoziati sul nuovo Patto di Stabilit\u00e0, i margini di manovra di bilancio per gli Stati Membri sembrano ridursi invece che aumentare, a causa della solita ritrosia tedesca e dell\u2019ossessione per l\u2019austerit\u00e0.<\/p>\n\n

In assenza di risorse finanziarie, l\u2019UE cerca quindi di plasmare l\u2019economia attraverso le regole, ma, come vediamo dalle mobilitazioni degli agricoltori, questo rischia di essere controproducente. All\u2019UE mancano le risorse finanziarie per finanziare gli investimenti necessari per raggiungere gli obiettivi entro il 2030 e il 2050 e anche per mitigare gli effetti sociali di questa regolamentazione. Tutto ci\u00f2 pone non solo un problema di sostenibilit\u00e0 sociale ma anche di competitivit\u00e0 per l\u2019Europa.<\/p>\n\n

Gli USA, che sono un sistema federale dotato di una capacit\u00e0 di bilancio invece di una mera regolamentazione di bilancio, stanno ad esempio sovvenzionando massicciamente la loro green economy, che \u00e8 oggi pi\u00f9 produttiva e innovativa di quella europea.<\/p>\n\n

Per dirla in modo semplice: \u201cAll\u2019Europa le regole ambientali senza risorse finanziarie, agli USA le risorse finanziarie senza le regole\u201d. Questo contrasto fra regole e risorse finanziarie \u00e8 ancora pi\u00f9 evidente nel caso cinese che, anche grazie ai sussidi governativi, sta diventando leader nella produzione di auto elettriche a basso prezzo e rischia cos\u00ec di colonizzare il mercato europeo all\u2019orizzonte 2035.<\/p>\n\n

Credo che una dotazione di gran lunga maggiore del Just Transition Fund di pari passo con una riforma della governance in senso federale, sia indispensabile perch\u00e9 la rivoluzione verde non sia una lungimirante e coraggiosa intuizione impallinata dagli interessi sociali ed economici che va a colpire.<\/p>\n","protected":false},"excerpt":{"rendered":"
