He was a Member of the European Parliament from 1999 to 2013. He was Vice-President of the Parliament from 2004 to 2007 and from 2007 to 2009. During his last term he was a member of the Foreign Affairs Committee and from 2009 to 2013 a member of the Delegation for relations with the United States. From 2007 to 2009 he taught History of European Institutions, Human Rights and International Conventions at the European University of Rome. From 2009 to 2011 he was Personal Representative of the OSCE Chairmanship against Racism, Xenophobia and Discrimination. From April 2013 to February 2014 he was Minister of Defence in the Letta Government and from 2013 to 2018 Senator of the Republic. In 2018 he founded Meseuro, a strategic consulting, public affairs and institutional relations company.
